CLAT Counselling 2019

The CLAT Office will use CLAT Centralized Online Counseling to conduct the admission procedure to UG / PG programs at participating universities. The procedure will start from June 2020 after the declaration of results. CLAT results will be published by NLU Odisha, Cuttack on the official website i.e. clat.ac.in. Seat allocation will be based on ' merit - cum - preference, ' i.e. CLAT 2020 scores and preferential order given at the time of registration.
 
As with the trends of the previous year, there will be at least 3 counseling rounds. Candidates must deposit INR 50,000 during the admission procedure to secure the allocated seat. Read on for more information on CLAT 2020 guidelines for counseling, schedule, procedure, fee, etc. The procedure for admission or counseling consists of the following processes

 
  • Online registration,
  • Making NLU choices,
  • Allotment of seats,
  • Fee payment and
  • Reporting to the institutes.

Note: No fee for counseling shall be refunded after the last date of withdrawal from the admission process.
 

Documents required for CLAT Counselling
At the time of CLAT Counselling, candidates with their names on the merit list should have the following documents:

 
  • CLAT 2020 Application Form
  • CLAT Admit Card 2020 – Download Now
  • CLAT Score Card
  • Class 10th Marks-sheet (Date of Birth proof)
  • Class 12th Marks-sheet (Academic Qualification/ Eligibility Criteria)
  • Caste Certificate (If applicable)
  • Specially-Abled Certificate (If applicable)
  • NRI Certificate (If applicable)
  • Sponsored NRI Certificate (If applicable)
  • Domicile Certificate (If applicable)
  • Call Letter issued by CLAT authority
  • Current passport size photographs
Note: The documents should be scanned as per the specified standards.


CLAT Counselling Procedure
CLAT's counseling procedure is performed through a centralized online system. It is carried out separately for programs of UG and PG. The entire process will be performed as per the conducting authorities ' CLAT Calendar.

The final admission procedure for the 19 NLUs is as follows:

Step 1: Publication of 1st indicative list

 
  • The merit list for shortlisting candidates for final admissions will be published on the CLAT 2020 official website.

  • It will be prepared on the merit-cum-preference basis.

Step 2: Counseling fee payment and exercise option by temporarily selected candidates

This step is further divided into sub-steps as given below:
  • In the counseling process, participation is permitted against an actual number of seats available with participating NLUs to a specified number of candidates from different categories.

  • The required INR 50,000 counseling fee must be deposited by temporarily selected candidates.

  • The adjustable fee deposited with the CLAT office will be transferred to the participating NLU where the candidate has been admitted after the admission process has been completed.

  • If candidates fail to deposit the fee within a specified timeframe, they will lose their right to admission under CLAT for consideration. They will also drop their names from the merit list.

  • Candidates must exercise any of the options listed below after payment of the fee:
     
    •  Lock: Candidates selecting the option ' Lock ' confirm their choice of the allocated NLU. Such candidate shall not be considered for further transfer to any other NLU of his / her higher choice in the event of any subsequent vacancy arising during the counseling process at the subsequent stage.

    • Upward Shifting: Candidates selecting the option ' Shifting ' shall be considered against any vacancy resulting from his / her higher choice in NLUs via the following allocation list. In order of candidates ' preferences provided in the application form, upward shifting will occur. No downward shift will occur at any stage of the CLAT 2020 counseling procedure.

    • Withdrawal: The fee can also be withdrawn in two ways.
       
      • Option 1 – Failing to deposit the requisite fee

      • Option 2 – Choosing the option of withdrawal before final seat allotment list i.e. during the fourth round of CLAT Counselling.

Step 3: The 2nd list will be published with the names of finalized candidates after payment of counseling fees and additional candidates.
 
  • The second list of candidates who have paid counseling fees and reserved seat on participating NLUs will be published by the CLAT office.

  • CLAT will also release a waiting list of candidates provisionally selected against candidates dropped out, if any, in the second list.

  • The required counseling fee of INR 50,000 is required to be paid and their seat is required to be reserved within the prescribed time period as per the CLAT calendar.

  • A nominal amount of INR 10,000 will be deducted from the deposited counseling fee.

  • In the event of any withdrawal after a specified period, the entire amount of counseling fee will be forfeited.

Step 4: Publication of 3rd list allotting seats to candidates
 
  • CLAT office will publish a comprehensive third allocation list of candidates. This list is made by candidates who paid their counseling fee and reserved their seat in the participating NLUs.

  • This list will include candidates who paid counseling fees against the indicative first and second list.

  • With the third allotment list, A list of waitlisted candidates, who are provisionally selected against dropped out candidates, will also be released.

  • Within the prescribed time period as per CLAT calendar, the requisite counseling fee of is required to be paid and their seat is required to be reserved.
 
Step 5: Completion of admission formalities at the allotted NLUs

 
  • Candidates need to approach allotted NLU to deposit the balance amount towards admission and other fees.

  • Carry relevant certificates/documents in original issue issued by the competent authority in support of the various claims made by candidates.

  • Respective universities check certificates in original at the time of admission.

  • No admission in participating NLUS will be allowed to candidates failing to produce required certificates/documents in original or meet the eligibility requirements.

  • After the publication of CLAT merit list, the claim for admission and the entire amount of the counseling fee of INR 50,000 is forfeited to candidates who fail to report at the allotted NLU.

Basis of Allotment of Seats
The CLAT 2020 seat allocation process will start on June 6, 2020. Merit - cum - preference list is the basis for seat allocation in CLAT 2020. Based on the score secured by CLAT candidates, a merit list will be prepared.

The Institute Preference List is provided in the application form. Candidates are required to indicate their preferences in conjunction with the application form. The consulting committee will announce the first seat allocation list of CLAT 2020 based on the merit list and preferences list.
 
CLAT Centralized Counselling
  • CLAT 2020 counseling will be carried out by the CLAT office through centralized counseling to admit to undergraduate and postgraduate courses at participating institutions.
     
  • Candidates with their names on the first list must deposit the advisory fee within a specified period.
     
  • The CLAT counseling committee will issue seats for the 2nd allocation after payment of the fee.
     
  • Candidates are given an option to lock, withdraw or upgrade their choice in the second round of allocation.
     
  • If no option is exercised by a candidate, it will be assumed as an upgrade option by default.
     
  • Candidates who have assigned seats as a result of the vacancies resulting from the first round must pay the prescribed counseling fee against the seat they are assigned.
     
  • Following the remittance within a specified time frame of the prescribed counseling fee, counseling committee will declare a third allocation list based on seat vacancy.
     
  • Those candidates who have been assigned seats must pay the prescribed counseling fee within a specified time frame.
     
  • In case of any failure to do so by a candidate, their seats will be transferred to the next round of counseling as vacant ones.
     
  • Considering the seat vacancy after the third round of counseling, a fourth and final round of counseling is held.
     
  • In this round, there is no option to upgrade the seats. The category-wise list of wait-listing candidates will be issued by counseling committee after each round of seat allotment till the third round.
     
  • A complete refund will be made to candidates to whom seats have not been allotted due to non-availability of vacant seats in any of the rounds.
     
  • Candidates, to whom seats have been allotted, need to remit the balance fee and submit the original certificates to the respective NLU by reporting there. In case of non-report, the respective NLU will follow their own procedure to fill seats.
 
Withdrawal Procedure
If a candidate withdraws from the admission process within a specified time, they will be reimbursed by the counseling committee for the amount after making a certain deduction.

CLAT Counselling Fee
CLAT Counselling Fee is payable at various allocation stages. The amount to be transferred as an advisory fee is INR 50000
 
Other Admission Related Formalities
The admission related formalities post-counseling procedure are as follows:
  • After the counseling procedure, candidates need to report at the respective NLU.

  • The balance fee is required to be submitted by candidates.

  • The original certificates are required to be submitted at respective NLU.

  • NLU will follow their own procedure to fill the vacant seats in case of non-report by any candidate within the stipulated time.
 
CLAT Counselling – Tie Breaker

CLAT 2020 Tie-Breaking for UG: If the scores of two or more candidates are equal, there is a tie-breaking procedure. It will be carried out in the order of their applicability based on the conditions mentioned below:

 
  • First, based on marks scored in the CLAT 2020 section on legal aptitude, the tie will be decided. In the merit list, candidates with the better score will move forward.

  • If the tie is not decided based on the first condition, the higher - aged candidate will be placed on the merit list.

  • If both above conditions fail to break the tie, the decision will be taken based on a computerized draw.
 
CLAT 2020 Tie-Breaking for PG: In case the scores of two or more participants are equal, the CLAT committee will follow a tie-breaking process to decide the merit list. The tie will be decided in the order of applicability based on the following criterion:

 
  • The tie will be first decided based on age. Older in age will be ranked higher on the merit list.

  • If the tie is not chosen by age criterion then the computerized draw is used to break the tie.
